How to Run Payroll in Ghana: SSNIT, PAYE and Tier 2 & 3 Explained
Paying staff in Ghana isn't just salaries — it's PAYE, SSNIT Tier 1, Tier 2 and sometimes Tier 3. Here's how payroll actually works, and how to run it without dread.

Ask a Ghanaian business owner what they dread most and payroll is often near the top. It looks simple — pay people what you agreed — but between PAYE, SSNIT and the pension tiers, a salary quietly becomes several calculations, several deadlines and several places money has to go.
Get it right and staff trust you, and the GRA and SSNIT leave you alone. Get it wrong and you either short your team or under-remit — both of which cost you. Here's how payroll in Ghana actually works.
A salary is more than a salary
From one agreed wage, several things have to be worked out for every employee, every month:
- Basic salary and any allowances.
- PAYE — income tax deducted from the employee's pay.
- SSNIT Tier 1 and Tier 2 pension contributions.
- Optional Tier 3 voluntary contributions.
- Any loans, advances or other agreed deductions.
SSNIT: Tier 1 and Tier 2 (and Tier 3)
Ghana's pension scheme is contributory and, at the time of writing, totals 18.5% of basic salary — 13% from the employer and 5.5% from the employee. That total is then split:
- Tier 1 — 13.5%, paid to SSNIT (the basic state pension).
- Tier 2 — 5%, a mandatory occupational scheme paid to a licensed private trustee.
- Tier 3 — voluntary top-up contributions, with tax advantages up to a limit.
PAYE: the graduated income tax
PAYE (Pay As You Earn) is income tax withheld from each employee's taxable pay on a graduated scale — lower bands are taxed lightly, higher earnings more. It's not a flat percentage, which is exactly why doing it by hand goes wrong: apply the wrong band and you either under-deduct (and owe the GRA) or over-deduct (and shortchange your staff).
Every cedi of PAYE and SSNIT you deduct has to be remitted to the right authority by its deadline. The deductions aren't yours to hold — you're a collection point.
Payslips, records and paying on time
- Give every employee a clear payslip showing gross, deductions and net.
- Remit PAYE and SSNIT (Tiers 1 and 2) by their monthly deadlines.
- Keep records — they're what protect you in any audit or dispute.
Payroll goes wrong quietly — a wrong band here, a missed deadline there — until it's a bill. Automate the maths and it stays boring, which is exactly what you want.
MerxumOS payroll works out PAYE, SSNIT and the tiers for every employee, generates payslips, and keeps the records you need to remit and report — so payday is a click, not a cliff-edge, and your team is always paid right.
